Hmpff! Of course i 'remember' Nena, she's still has a career, you know. A couple of years ago she sang a duet with Kim Wilde(!) Oh and she's shaved those ominous pits now, it seems.
The theme in the original lyrics is "99".
As in 99 ballons taken for UFO's and 99 combatjets were sent up to intercept, then 99 warministers saw their chance and generated 99 years of war. After these 99 years there is no more warministers and no combatjets, though incredibly enough Nena finds a pristine ballon in the city ruins and let it fly... ugh
In the German lyrics there is no Captain Kirk. Sorry.

I thought I remembered the good Captain referenced to in the original, German version. This page seems to confirm that and it also matches your "song summary" pretty well.

Wha? Yer right, Ron. There is a Kirk reference in the lyrics. Funniest thing is, I never heard it. Wenn Nena Berlinert kann's keine Sau verstehen.
