You don't need a card if you just want to make videos for the web.....the card is only necessary if you need super-high quality and fidelity.
What worked for me was simply the cable connecting the rca outs of the vcr to a USB port on my pc.
It's called a USB VideoBus - made by a company named Belkin.
Here's the actual cable I'm using.

ok - I got the audio to work.
This is really quite simple.....
Chris - you will LOVE this, if you have video you want to put on the internet.....
Now I have a 4 minute video, with sound, on my hard drive.
I can edit it any way I want.
Next step is to get it on a website, so I can share it....

Hey, that's pretty cool, Chris! When one of me mates got married in India some years back they had to convert the PAL home video to NTSC to be able to show it to the folks back here.
Mutt's idea about using Movie Maker in XP is a fine one. Quality is good and the size of .wmv files is managable. Here's a funny wmv (approx 1.8 mg) with Snoop Dogg working at an Arby's restaurant.

well, the 4 munute video, with sound, (at 15 frames per second) turns out to be 3.4 M. I guess that's a reasonable size....
Now I gotta learn the de-uglify software....
heh.
