Paul, I think most stars/musicians enjoy a bit of parody or imitation, so if you were actually seriously considering getting an informal or formal "OK", you could contact Bowie's "people".
For his management-publicity that would be:

Usually when I email somebody who I know must always have full plate to handle I write as the subject line: "quick note to -person's name- ". (And it's not easy for my to cut down on my verbosity, mind you!) I make sure I don't use a freebie service to email, e.g. Yahoo, Hotmail, but rather my own domain's mail or my regular ISP addy.
I think if you mentioned that you where just having some fun with it, but wanted to be sure it would meet with their approval, it might get a positive response. And including a link to the MP3, mentioning it's under 1 minute in length would be helpful. (time is money and all that, you know, lol)
If they're cool with it, you could send them a few signed "thank you" CDs.
Or you could just go ahead, press the CD and let the chips fall as they may, hahaha!
One of me mates, along with some other fellows, recorded a parody of Shania Twain's hit "Any Man Of Mine" in the 90s, re-doing it as "Any Gal O' Mine" - in the line of a "git in that kitchen & cook, gal!" concept. Later on, when Shania heard it, she thought it was great good fun and had a hearty laugh.
