To be accepted, the constitution has to be rewritten.
No public vote, only referendum by delegates.
Not 100%, but merely the acceptance from 75% of the states needed to go on, thus forcing the remaining 25% to hop along (or start a civil war) if need be.
Estimated four months needed to rewrite the constitution, another ten months to ratify it.
To get the delegates votes, a pseudonym (used by three or more pro-constitution propagandists) has to be created that can use unlimited space in major newspapers drumming for the constitution. Suggested pseudonym: 'Publius'.
The 'no' camp will use the following phrases:
"Citizens! You are lucky to live in --insert state in question here--, where we have the best government in the world. Do not let this government be destroyed by the new Constitution. Do not let a few men -- men with great names -- seize control of your lives."
It's the 1780's, the delegates to the Philadelphia convention had met in secret and there were only 13 states.

Yes, please take notes:
1) There never was a public vote to ratify the US constitution, though misled people on this board (WASPs?) protests loudly when a EU member state do it exactly the same way as all the member states in the US did.
2) The US constitution needed 3/4th (75%) acceptance to get green light, the EU constitution needs 4/4 (100%) and all we hear is how undemocratic EU is.
3) The US constitution needed to be rewritten to be ratified. Any additional comment is superfluous.
