I just found this in the FAQ on PalTalk's website:

Q. Does PalTalk work with XP?
A. PalTalk works just fine on Windows XP. The only issue that may be of concern is the built in firewall. Some users need to disable it to allow PalTalk to communicate over the internet. To do this follow these steps. Go to 'my network places'. Select 'view network connections'. > Right click on the icon for your internet connection. Select 'properties'. Click on the 'advanced' tab. Uncheck the box that enables the firewall. More information on port requirements, check the support area for our page about Firewall/Network Support.
